Scout Report Visibility

If a player hasn’t activated scout reports (eg. Their youths do not generate with scout reports) can they see the scout reports of players on the transfer list?If a player hasn’t activated scout reports (eg. I thought this but if you look on the transfer market youths still generate without reports particularly in China and Turkey for some reason. When I questioned this previously it was explained to me this is because some users haven’t opted in? My reason for asking the original question is.. if users who haven’t opted in can’t see reports on the market (I anticipate they can) a lot of money could be made at their expense!I thought this but if you look on the transfer market youths still generate without reports particularly in China and Turkey for some reason.

I know 19/20 year olds when new teams are created and these players are placed on the transfer have no scout reports. Youths I was under the impression all came with reports though. I was under the impression you still have to activate it. If you did not click for 3 seasons there would be no report in 4th season (19)I was under the impression you still have to activate it. If you did not click for 3 seasons there would be no report in 4th season (19)
