Are juniors that only have a two star highest and a two stars lo

I have noticed that my juniors that only have a [b]two star rating[/b] in their highest and a [b]two star rating[/b] in their lowest potential often turn out to be decent players... The players that I am referring to are the once that on paper look like they should be pretty bad since their highest potential is a two star rating and the scout reports read: [i]"xxx is versatile but seems to lack any real key strengths. I would be careful about investing too much of our club funds into his development, but you are the boss."[/i] [b]For example;[/b] one of my players with a highest potential rating of two stars in [i]"ball control"[/i] and [i]"set plays"[/i] is currently training [i]"shooting"[/i] and has 7balls and is not maxed in that attribute yet? And I am not complaining but has more people noticed this with the 2star players?

Hp 2 LP 2 will have probably only one 9 in a skill; and, probably one or many 6; and a lot of 7 and 8. It won't be a a top league player. It can be usefull in lower leagues or in Uxx competitions. But, people are reluctant to spend too much money on TC for 2-2 player; because they don't value too much on transfer market, and, because a 3-2 player can be obtain easily and cheap.Hp 2 LP 2 will have probably only one 9 in a skill; and, probably one or many 6; and a lot of 7 and 8. 2 stars mostly maxed at 7-8 balls, so users rarely invest in them, unless they have 4 star training speed or 20++ ball skill at 16 year, so that player have potential to become U21 National player.2 stars mostly maxed at 7-8 balls, so users rarely invest in them, unless they have 4 star training speed or 20++ ball skill at 16 year, so that player have potential to become U21 National player.
